Chief Information Technology Officer - HIPAA Security Officer

Joseph Rodriquez serves as the Chief Information Technology Officer (CITO) and HIPAA Security Officer for Seamen’s Society for Children and Families. In this role, he oversees the agency’s technology strategy, cybersecurity program, enterprise systems, and digital modernization efforts, ensuring that technology supports operational effectiveness, regulatory compliance, and the organization’s mission of serving children and families.

Since joining SSCF, Joseph has led key organization-wide initiatives, including the migration to Microsoft 365 and Azure, modernization of core infrastructure, implementation of enhanced cybersecurity safeguards, and deployment of mobile device management across agency-owned laptops and phones. He also guided a multi-phase redesign of the agency’s SharePoint environment to strengthen information governance, collaboration, and data protection.

Joseph oversees the agency’s approach to artificial intelligence governance, working closely with executive leadership and compliance to establish clear guidelines for the evaluation, approval, and responsible use of AI-enabled tools. His focus is on ensuring emerging technologies are implemented securely, ethically, and in alignment with regulatory and child welfare standards.

Joseph brings extensive experience from financial services and wealth management environments into the nonprofit sector. Prior to joining SSCF, he supported enterprise technology and cybersecurity initiatives at Goldman Sachs, Rockefeller & Co., and Wafra, working in highly regulated, compliance-driven settings.

Joseph earned a Bachelor of Science in Computer Science and Computer Engineering from SUNYIT, with additional engineering coursework at Cornell University, and completed graduate studies at Northeastern University.
